When do you speculate the general March above .04

When do you speculate the general March above .04 will resume? I'm trying to make decisions on when money clears and I would love to think we might stay in the 3's long enough for me to join the 500,000+ club if possible. Will take more than 2 weeks unfortunately I'm still a poor recent college grad .
