Is the stock dividend in restricted shares? If so, the chill might not prevent the dividend distribution because restricted shares are not tradeable during the 1 year or 6 month holding period.
DTC chill has the effect of making the trading of free-trading shares difficult though, of course, not impossible.
It's an interesting question.
