Anyone had time to decipher the read between lines

Anyone had time to decipher the read between lines article yesterday? I'm thinking partnership with Verizon. I read a few articles where verizon was rolling out there iptv format this fall. Don't think it's happened yet or maybe it has but if it hasn't then this could be the potential hold up. They are a US based carrier with an office also in Germany. So time will tell
