Based on what? Because others say so?!
The extension date of the final EPA rules have caused for delays in that area, and if you read the Oak Ridge newsletters & other info then you ought to know that things are moving on a snail' pace over there, and even that is a too fast of an analogy. There is/was a money issue for the cleanup at OR and if that isn't an issue anymore its the incessant flood of paperwork, meetings, public hearings, yada yada... These guys are gonna drawn one day in a sea of rules & laws... One wonders how these guys can get anything done there with all that counseling and yapping, lawyer this budget that, all day long, and they can play that game for years until the time is ripe to do something. Hg is high on the agenda + there's a project underway with fresh capital & the chances of MBS being used are plausible... Yet it won't be for this year... Probably more meetings first LOL
