The way I understand it is that it is six months from the commons date of 6/18/13 OR the effective date of the registration statement, WHICHEVER COMES FIRST.  The plan is for the registration, but in the event that it takes a super long time to be approved, and December 18 rolls on by, the restriction is automatically lifted.  That's the way it was explained to me personally.
