BAO is Chinese Run GOVERNMENT entity. Of course they want the jobs at home. They have a billion people they need to find work for. When their growth "slows" to 5 or 6 percent they end up with MILLIONS of people roaming the countryside looking for work.

Logistically it may make sense on many levels, but it makes alot of sense the other way too. Its just the government looking out for its own people instead of shipping the jobs oversea.......
