Kmalin1, don't be such a stranger.  You summed it up pretty well, but you may have left out the fact that this threat of a lawsuit from Rocky seemed very much like a lovers spat.  Then, when William called Rocky again, all was forgiven.  Just like magic.  It sure sounds like a lovers spat to me (but a rather sick one).

Kmalin1, I suggest getting ahold of LODE.  It sounds like he is collect evidence, and I do think he can be trusted.  If nothing else, you might learn more of what is going on.
