Keep in mind that TECO can't control the PPS going lower per their own words.  Are they really implying that if their filings are on time and they had higher production rates that the PPS wouldn't be much higher.  I've never seen  a company disown responsibility like TECO has when it comes to shareholder value.  The claim zero ownership of the PPS and feel that regardless of their performance it won't effect the PPS in either direction.
