Your equating the delay of NBRI to find enough investors for its EB-5 project compared to your little hospital is a false dilemma. That investors chose the little hospital over the mine is not a failure of NBRI and ACS. Your argument doesn't allow for the many different variables, conditions, and contexts in which the EB-5 program operates.
