Yes, the authorization of more shares is for great business reasons.
I see three basic reasons: (1) To have enough shares to offer an interested partner (partnership) (2) To have enough shares to fend off an unwanted takeover, and (3) To have enough financial bandwidth to support future trials if needed.
As 69z says:

I fully support what Dr J and company are trying to do with the shares (see reasons (1), (2), (3) above) which have not been used up yet and are therefore not dilutive at present.
Of course, do your own due diligence. But, in my view, to go forward into open waters without the proper fishing gear to capture and safeguard the pearl, LL, is reckless. Luckily, we have a Captain, Dr J and team, who is looking ahead.
