I'm sure there are a few in the NIH, CDC and FDA that are curious enough to study things outside office hours. The first rule in a bureaucracy is to CYA and don't stick your neck out. Are those few willing to push something that doesn't have significant trial results already in place? Especially with a company that's already been admonished by the FDA.
