In the past the dilution was to but equipment for a facility that did not have approval to be operational.
Notice once it was believed the the facility was going to be approved (RI-DEM letter of inten to approve the stock sky rocked.
Based on that history and the history of no dilution to date will doing site visits, I disagree with your assessment for in this case a Solar Panel and Battery Manufacturing will be approved WHEN financing begins.
