IMO whether this is a scam is not the issue here, -as Doc is clearly not doing what typical scammers do to profit from or deceive shareholders.
The main issues are:
1) Will Doc ultimately be successful in his bid to change the healthcare system, with numerous delays and obstacles to overcome? Obviously, he could succeed or he could fail in this attempt.
2) If he does succeed, how much longer will all this take?
