Yes, Dr JL has to be more careful than a private investor because insider trading allegations are much more likely to be issued against somebody on the inside. The SEC surely keeps tabs on when CEO's buy and sell, especially CYDY!
People in private give suggestions to CEO's all the time, but unless somebody actually acts on insider knowledge by buying or selling, nothing happens. Even then, it's people on the inside that get charged.
