It absolutely could be that however, based on the evidence of safety from HIV trials and based on data that Dr. JL was showing him about COVID he was negligent in his responsibility to mankind, not just lazy. This man potentially committed one of the worst mistakes in human history and that's not hyperbole and he will face no consequences for it. Sad.
