It certainly wasn't the public. That's who matters, but you and your mentor wouldn't know that.
Unproven and non-existent recycling experimental technology right smack in the middle of day care, college campus and residential neighborhood. Only a moron would spend 9 million on equipment, freight and assembly .....and over 600K in lease rent before having the public's buy-in and approval. But, someone like you wouldn't know that.
