Just to put my thoughts on what you said, I don't think there is a bill anywhere near passing for HHS funding. Doc has said multiple things this Spring that imply he is moving forward so I do not think a bill for funding has any bearing. On the flip side I do think he would get a grant from a bill like that. But it is not an impediment.
