It always happens because the PRs are ambiguous or cryptic about the outcome of whatever is expected. Without saying the hold is lifted (if it is) CA could have hinted at such. If the hold isn’t lifted, I’d prefer the silence to continue. Better yet, if the hold is gone, just PR it. We don’t *have* wait for a CC. There’s no advantage to it other than mgmt enjoying the occasion.
