You are making an assumption that because the AS will remain at a billion that the company will max out the AS after a RS.
The company has already shown that it is reluctant to do such an action by the simple fact to date NO REVERSE SPLIT has taken place of any kind by this multi-year insolvent company.
A 5 cent stock (easy to achieve) up listing to NASDAQ absolutely.
