They could accumulate as many shares if they were paid in cash and bought them. It's obvious handing out shares in lieu of cash is a cost cutting measure. If they paid out in cash then they would have to sell shares to cover it and pay Paulson, give Paulson shares and hand out warrants. This way preserves cash and shares.
