It's not the same as a long accumulating. Longs are buying shares already authorized and trading in the market.
Now mgmt wants to authorize more shares to continue paying themselves with new shares, growing and diluting those already in the market.
As for watching what they do, to determine whether or not they are incentivized to keep the pps low and accumulate more, let's see if they PR the new President. If they don't, then it's clear they don't care about increasing the pps, which begs the question why...
One answer could be, like I said, the lower the pps the more shares they receive.
