Actually that is typical of a FASCIST state -- the corporate corruption with the assistance of the state (think FDA). Remember that in Russia when it was still the USSR and communism was the philosophy, everything was owned by the state and the corruption was among individuals. Corruption for corporate profit is the perverted form of capitalism known as fascism.
I know people who escaped from the USSR in the 1980's. They said that everyone had to have a side hustle to survive, and that nothing was done unless palms were greased.
In this country, no drugs get approved unless giant corporations make money on them.
