This is an AS increase, not an OS increase. AS increase doesn't count toward market cap until when/if shares are added to the OS.

You could be right it's shares for acquisition(s), or could be shares to insiders, or it's a condition of financing.

Shares could also get added to the OS but not make it into the float for a long time, or ever.
