I don't know why the State registration was allowed to go into default status but my gut tells me there are many things going on in the courts that indirectly and directly impact trading on a stock that caused a U3/H3 Finra Halt in its past and was allowed to return to trade and then sort out State matters as to the means of real property ownership.
