I think it's very likely just a Vanguard thing but you should call TD if you're concerned. Vanguard has never been the best place to buy individual stocks anyway.
Angryman should see about transferring his CYDY and other OTC shares if he has them. Etrade is my favorite for OTC because the commission is less than $5 per trade and they let you buy and sell the widest range of OTC stocks I've found, including non-DTC eligible shares.
