I don't believe that's correct. Being in a "quiet period" is not a material event. Additionally, I would think releasing a statement saying they're in a quiet period violates the spirit of being in a quiet period. It would insinuate there is a reason (i.e. ongoing negotiations) for being in a quiet period.
