This is part of what is odd about this silence, if they were in a "quiet period", they would need to notify the public that they are. If they are not in an official "quiet period", then they have to make PRs for the normal stuff and actively respond to investors, right? Do they have to PR the HIV BLA is filed complete? I would think they have to because investors have rights to know these things. They can be silent, as long as there is nothing they must announce. As many have stated, An NDA does not make a company this silent. The only other reasons are due to an ongoing court case and or the FDA required it.
to not even respond to an email with a boilerplate "can't respond" response is very strange. It is not that they are better at being quiet, they can't by SEC rules be this quiet to shareholders. Maybe because it is an OTC they do not have to communicate to shareholders as we would expect?
