There is no EUA for HIV therefore it has to go through the entire trial process. Because there are treatments for HIV and it effects only a portion of the population the urgency won't be as high. Because it's a vaccine in phase 3 they will need a very large patient population, preferably in those most likely to get HIV across a fairly long time. That's how the real world works.

Then if it's similar to the only in vivo testing done how will the FDA view 42% efficacy?
