A vaccine is a drug that presents an antigen that makes the body produce antibodies. Which the Covid-19 vaccines do. If you're suggesting that the Covid-19 vaccines are not vaccines because of the high severe population in Israel then you have a fundamental misunderstanding of how it all works.

The vaccines we have now were specifically targeted to produce antibodies against the original Covid-19 virus not variants. The vaccines can help alleviate the symptoms but are not very effective against the new variants. In order to produce a vaccine that's more broadly effective they need to have an antigen that mimics a commonality across all variants that the body will produce an antibody for.
