To be fair and realistic, based on the DD and what Doc told ssmac that those documents were for acquisitions aka RMs. Doc maybe in contact with the SEC but I do not think he has filed the Form 10. I THINK he wants to merge all the companies, form the conglomerate, then register with the SEC. That seems to be the most logical simple route, to me at least.
Because in the Form 10 you need to show it's not a shell and show audited financials.
