It very well could be the same outfit. All indications are pointing to it being on the up and up including pointing out government involvement. Yicheng is a popular name for sure but it makes sense. Here is a better site that describes that company profile a bit better. check it out. I am not 100 percent onboard with this but it sure is looking like a very good chance to be one in the same. I am thinking it is the same at this point but still digging and would appreciate others input for sure!
