Junebug, the country receives license fees from anyone wanting to harvest the wood, and most countries require a domestic company (or subsidiary) to do the harvesting.  So, the country would derive taxes on the revenue as well.  The waterways are typically not owned by the company that builds or operates the hydroelectric dam.
