Orlando - "taken with much skepticism" is an understatement. If you think about it for more than 17 seconds, this is nothing more than MMPJOE making informal announcements through a secondary source. Another example of the "frog and scorpion" story we all have heard. Joe can't help it - he is how he is. If any of this really were happening, then it would be meeting a goal, something our newest, bestest, buddy Krilac says Joe actually would not announce until something is accomplished.

Getting an exemption, and filing the IND seem to be things that have been delivered, so (1) why no official announcement, and (2) why an "unofficial" announcement through a surrogate? With all the folks on this board who have regular contact with Moscato, he certainly would know that any such information would be shared here, so why the 'cloak and dagger" BS? We have seen the term repeatedly in other contexts, and in this instance, there is good reason for it to apply - plausible deniability.
If you have something to say, just say it. There is no reason to dance around the hedge with shareholders/investors. If this is the flavor-of-the-week strategy the CEO/Pres/CoB is taking, there truly is "something rotten in the state of Denmark."
All respect (if any is due) to Krilac, but I'd just take my $0.351/share of NUGX and go home, if I could .
