He's not trying to address the cases. He's trying to get them closed. Which means that no the form 10 is not complete. If it was, it would have been filed.
And thats bc the outcome of these cases will determine what's put into the form 10. Hopefully that's clear enough for you.
Basically, he can't say form 10 is done, but we need to address the cases in the same sentence before filing. Literally makes no sense.
