I'll look into the case, but I'd assume likely Siga became profitable, and didn't file for bankruptcy, thus took years. IncellDx's fund will be cut immediately as wrongdoing is clear as Bruce was a contractor and had access to non-public info and tried selling his corp and 13d based on that (they know the will lose and no one will chip in more for operational costs).
In IncellDx's case I'd think they immediate file for bankruptcy, and the court will take probably a few months to decide. Employees need to be paid the the corp will not get funding unless that judge makes an order. So, bankruptcy court is a rush.
