The Rapid Pandemic Response research was being funded by the Dept of Defense, not the FDA. BP and the FDA were pretty much a revolving door and the NIH was mostly BP funded as was research at universities. The WHO is in the mix.

What CYDY ran into was a very complex bureaucracy which even now is highly political, I mean just look at the push for vaccines and now which Countries the USA will choose to help with vaccines.

The FDA is only one part. We got real lucky it appears with the vaccine but we are left with a bunch of LH's. Let's hope our LH news leaks to other countries.
