It seems to me that the Philippines already basically has a "virtual EUA" in their newly devised "Institution Compassionate Use Program" (ICUP).
The hospital applies for approval, for the entire hospital to be able to use LL for compassionate use, vs the old 1 patient approval at a time.
Once all the hospitals attain ICUP, it's pretty much like an EUA for the nation.
Regardless, I still say the bigger catalyst from the Philippines will be the upcoming testimonials and/or the reports of postive results and recoveries for the 28 Criticals and the 400 vials, all the free LL given to the Philippines.
