A regulatory agency can grant an EUA or equivalent based on trials that take place anywhere whether or not a home country or the trial country grants an EUA. The only country who has expressed otherwise is the Philippines where they want an EUA from a select group of countries before they authorize one. With the pressure being currently exerted on the Philippines FDA that should fall by the wayside on good trial results if not sooner.
