The facts I know come from my own experience with a ticker I was in for a couple of years that apparently had problems with its submission (Quarterly or whatever it was) to the SEC/FINRA and they suspended it and placed it on the gray sheet I believe ten days later. At that time, in September 2014, my understanding was there were no market makers and no bid/ask... it traded on the gray sheet for a few years and I think it recently started showing up as follows on OTC Markets :

Now, I do know there are companies/stocks that choose to go dark by filing a 15-12G as follows (sadly happens to be by the same ceo):

Of course it is not good that this CEO has not spoken since going 'Dark' and I'm curious to see what's going to happen around 9/26/21 when I believe the new SEC regulation takes effect whereby any and all OTCs need to have filed two years audited financials and become 'Current' ... it'll be quite interesting to see what's going to happen with roughly 3500 OTCs in this category out of the nearly 11-thousands in the OTC (Pink - OTCQB - OTCQX or DARK, etc.)
