I think the way it works is that there is a quiet period after you register for an uplist or an IPO for a certain amount of time. Given CYDY filed for uplist a while ago, I don't think that pertains to them anymore

Quiet periods also exist after you file to sell shares in conjunction w/ an uplist, such as in this example:
