Like we do every day in life we are expecting the majority of our fellow humans to follow the rules and be honest that they did..
Every day you get in a car you take your life in your hands trusting your fellow man that they will drive safe, not recklessly and remain in control of their vehicles .. .
There always will be some drivers that are reckless, careless or impaired that at any given time can do another harm. Do you stop driving do to fear of those few?
There will always malpractice in the medical field. do you stop going to doctors?
The same principle applies here.
