Here is what TD Ameritrade.
TD Ameritrade: Short selling may be allowed in nonretirement accounts with margin privileges that have at least $2,000 of equity. You can only place a sell short order when we’re able to find securities for you to borrow. We don’t allow the shorting of any OTCBB stocks.
