Yes, Zoli, I believe this is semantics (intricacies of wording). Most of this money could be seen as "up front" in a way because it would be due before the vaccine is actually mass-produced and distributed. So it would be "up front" as far as that is concerned, but it is not due until the vaccine is approved.
