Here is the executive order that allows a agent in the Philippines to be the agent and apply for a EUA.

I will search for the article I posted a week or two ago that also stated a difference between humanigen and CYDY that said. CYDY was crafty in that they got an agent to represent them for an EUA in the Philippines and humanigen wasn’t as wise and will have to wait for a USA EUA to apply in the Philippines.
