If it takes even a month after approval overseas for the FDA to make a decision and sales aren't made there may be even longer than a months delay in production because bioreactors have to be booked and scheduled at Samsung. On the sale of 1.2 million doses we certainly won't need any outside funding or the accompanying government control. It will spur on the FDA for faster inspection and approval of bioreactor facilities besides Samsung.
