He has a customer and he doesn't want US agencies block the order. Thus proceeding with FDA after order is fulfilled.

It seems to me that he is the man of his word, on talks to MHRA. He has promised them to fulfill their orders, and he is preparing the platform to do so. FDA interference, and he can't keep his word.
