It seems to me to be a bad game of telephone. The literal truth will never likely be known. EUA, by its nature, is for intended for serious diseases, but the fda May consider mild and moderate manifestations of Covid no to meet that threshold.
It is not inappropriate to focus on severe/critical, but it is not clear to me that this is exactly what is happening.
The whole process is opaque. I try to remain optimistic and not mired in the missteps, of which there are many spread amongst many players.
