From the NEJM:
“In patients hospitalized with Covid-19, the use of dexamethasone resulted in lower 28-day mortality among those who were receiving either invasive mechanical ventilation or oxygen alone at randomization but not among those receiving no respiratory support.“
Trump is not on oxygen currently and it only helped if people were intubated or on oxygen at the time the dex was started.

Regarding the safety of dexamethasone, steroids impair the immune system's ability to fight viruses and other infections and if he is not requiring mechanical ventilation or supplemental oxygen it could be detrimental to his body’s natural immune defense mechanisms in killing the virus.
Dex can also cause high blood sugar levels, high blood pressure, and neurological side effects like anxiety/confusion/labile mood and fluid retention.
