Contracts take a lot of DD between the entities to cover all aspects point in case....
Years ago in the land of ILL A NOY'd two state representative's found a loop hole that they were able to collect a teacher's pension for 1 day as a substitute teacher.....one said he only did it to expose the LOOPHOLE and would not take the pension & the other stated he was ENTITLED because well he followed the LAW....
