My problem with this though, is that in a PR, Joe stated they would be signing the agreement for Malaysia in the 'coming days' and that was a month ago.

So, even a quiet period or not, it should have been done, and he stated in the same PR, an 8-K would be put in when the signing happened.

So, either something happened to stop the signing, since a month went by and no 8-k or signing took place and they just haven't put in the 8-k yet.

But in either case, he should be letting everyone know and cancelling the NGIO CC was a bonehead move. He at least should have moved it so questions / answers could have happened concerning all of this.
